here's what Chambers Dictionary says:

"kipper noun 1 a fish, especially a herring, that has been split open, salted and smoked"

and:

"verb (kippered, kippering) to cure (herring, etc) by salting and smoking"

i'll grant you they're *not* herring, in fact they are decidedly mackerely - but they *are* kippers all the same!
